Here is a study that examined low speed MVC injuries. Many of these significant MVC injuries happened at 4.3 M/S which is under 10 mph.
The beauty of this research shows the following:
1) Injuries may vary greatly from person to person. This is why we must be thorough on every patient.
2) Lots of different injuries can be present in "whiplash". These spines suffered ligament injuries, facet injuries, hematomas, etc.. NOT "whiplash".
